In 1990, the Spanish Senate created a Special Commission to analyse the problems generated by the automobile and to study how to improve the road security of its users. Experts and representatives of the organizations related to the vehicle exposed their opinions in that forum and offered their possible solutions. Without a doubt, the number of lost lives in traffic accidents in Spain was behind that preoccupation, because every year they are around 6.000 people those that die in the streets and Spanish highways. The conclusions, two years later, emphasized as a fundamental performance the impulse and the improvement of the road education of the citizens of any age and condition, implying in it to the public administrations and all the social estates. For that reason, in 1997, in the line to combine efforts, the Consejo Superior de Trafico (Superior Council of Traffic) proposed the denomination of 1999 as a "Year of the Road Education", initiative accepted by all the components and that gave rise to a work group composed by the Ministerio de Educación y Cultura - MEC (Ministry of Education and Culture), the Dirección General de Tráfico - DGT (Main directorate of Road Traffic), the Confederación Nacional de Autoescuelas - CNAE (National Confederation of Driving Schools) , the Real Automóvil Club de España - RACE (Royal Automobile Club of Spain), the Red Cross and UNESPA, employer's association of the insuring companies.
