FRANCE. The 66th Assemblée Générale de PHILAPOSTEL in Lacanau


Again in 2018, and for the third consecutive year, the PHILAPOSTEL annual meeting was held on the French Atlantic coast. After l'Île d'Oléron (see article, also published in VARIABLE 42) and Longeville-sur-Mer (article and VARIABLE 45), the organization chose the village-vacances Azuréva in Lacanau, in the department of the Gironde, west of Bordeaux.
Lacanau is a tourist community which every year hosts a 'stage' in the professional surfing world championship, the Lacanau Pro.

Over the weekend of April 12th to 15th, the 66th convention brought together about 150 representatives of the 27 regional and departmental PHILAPOSTEL associations throughout the country.
The holiday resort also hosted a talk and an inter-regional philatelic exhibition. In addition there was a small mail art exhibition, and the usual 'Coups de coeur' exhibition, in which the participants displayed a special or personal favourite postal or philatelic item.

PHILAPOSTEL again requested a special vignette d'affranchissement from Phil@Poste for this annual event. The new design could only be obtained on Friday 13th and Saturday 14th, from the two IER LISA 2 kiosks installed in the temporary post office set up in the tourist resort.

The design of the LISA is by André Lavergne. The composition is dedicated to surfing and tourism, with images featuring the region's coastal landscape.

Phil@poste produced 20.000 thermal self-adhesive labels with this design.


PHILAPOSTEL produced and sold various philatelic souvenirs, postcards and covers, franked with the vignette LISA and two personalized stamps.
These stamps, also designed by André Lavergne, are illustrated with motifs dedicated to the surfing, also featured on the special postmark, and the Lake of Lacanau. These were on sale as a single stamp with the 'Lettre Verte' face value indicator, and in a special folder or 'Collector', with four stamps and the 'Lettre Prioritaire' value (depicted below).
André Lavergne attended the meeting and participated in a signing session.


The two IER LISA 2 kiosks installed in the resort came from the La Poste warehouses, and were programmed with an old software that issued the stamps with the earlier prefixes for the different shipping types (EC, LV, LP, IP), and did not include the Datamatrix code. The machines were not connected to the postal network, so -at least during the convention- it was not possible to obtain stamps for tracked mail or 'LETTRE SUIVIE'. Both kiosks did not allow to print stamps with values below 0.78 EUR, the current tariff of national economic mail or 'Ecopli'.
