ATM issues  'Crianças em RISCO'

Conscious that the Universal Declaration of Human Rights, proclaimed by the United Nations in 1948 was not sufficient to establish the rights of the child, the General Assembly of the UN approved, in 1959, the Declaration of the Rights of the Child.
The Declaration was developed from 10 basic principles, and recognizes the vulnerability of the child and the necessity of special protection and care.
In November 1989 most of the countries of the United Nations ratified the Convention on the Rights of the Child, an international treaty of 54 articles, with the exception of Somalia and ... the United States

The XIth ISPCAN Regional European Conference on Child Abuse and Neglect will take place from November 18 to 21st 2007 in Lisbon.
The conference will be organized by The International Society for the Prevention of Child Abuse and Neglect - ISPCAN and the Associação de Mulheres Contra a Violência (Association of Women against Violence) - AMCV.

Correios de Portugal has supported the cause with the release of 2 new ATM issues that can be obtained from May 28th 2007, and progressively thereafter from all the ATM vending machines around the country over the following months .

The 2 new labels, one small size (54 x 30 mm.) to be used in the Amiel, SMD and NewVision Epost vending machines and the large size (80 x 30 mm.) for the Crouzet machines, have a same design by Luiz Duran, the designer of the Coração issue in 2005, and includes the text ‘Crianças em RISCO’ (translated as 'Children at risk'
).
The labels have been manufactured by La Poste on self-adhesive paper and printed by offset.


At the date of issue the Amiel, SMD and NewVision Epost vending machines were programmed with 5 values - 0.30, 0.50, 0.52, 0.61 and 0.75 EUR, for Correio Normal and 0.45 and 1.85 EUR for Correio Azul (Express post), and these 7 values make up the set.

* Some machines have the second button programmed for domestic shipments up to 100 g, which issues the value 0.55 EUR instead of 0.50. See tariffs.

Probably only about 2-3 machines in all the country exist with this type of impression.

As with the previous issues, with the Crouzet machines, the sets are composed of the basic franking values at the date of issue: 0.30, (0.50), 0.52, 0.61 and 0.75 EUR and CORREIO AZUL 0.45 and 1.85 EUR.

The 0.30 EUR and CORREIO AZUL 0.45 EUR values can be obtained directly from the vending machine, whilst the rest of the values can be obtained using the scales and selecting the destination for the shipment, or keying the amount, starting with a minimum value of 0.45 EUR. (There are a few machines where it is possible to directly obtain smaller values, both for normal or Correio Azul).
In all cases it is possible to get smaller values than the pre-programmed minimum, when the equipment does not have enough coins for change.

The receipts in the Crouzet machines are especially interesting, because they are issued on the same self-adhesive labels used for the ATMs.

Most of the Crouzet machines still in service issue the ATMs and receipts with the impression in black, although a very few of them (probably not more than 5-6 throughout the country) print normally in blue-violet.

Like previous issues, it is not unusual to find varieties in the manufacture and impression of the labels - such as colour variations, printing errors or regularly occurring marks / dots and small cyclical markings (lines, etc ) and the non-repetitive spots, partial printings, etc which occur randomly and are not worthy of any note in the catalogues, and as such can be treated as ‘flyspeck’ varieties within the original design.
Especially curious is the example shown in the scans, showing an important displacement of the black colour in the impression by offset.
