In
the last months of 1997, and as a new step in the objective
of postal services modernization in Brazil, the ECT
(Empresa Brasileira de Correios
e Telegrafos) started to fit self service systems in their offices
with the installation of two new machines manufactured by the brazilian
company PROCOMP; Postal Product vending machines (MVP)
and Stamp vending machines (MVS).
The
first self service ATM distributors - MVS were installed
in Brasilia as a test in May 1998, and an extension
of this was planned to the rest of the cities of the country, to
follow.
At the end of 2000, and continuing
with the experimental project of Brazilian Postal Administration,
there were a total of 181 MVS installed in the main Postal
Agencies of the Regional Directories of Brasilia, Sao Paulo Metropolitan,
Sao Paulo Interior, Minas Gerais, Rio de Janeiro, Rio Grande do
Sul, Santa Catarina, Parana, Bahia, Pernambuco and Para. |

The
MVS only print and sell ATMs with 5 pre-programmed values,
which are:
- 1º
Porte Nacional - Nao Comercial. Pessoa física (1st.
Inland tariff, up to 20 gr. - Non-commercial letter).
- 1º
Porte Nacional - Comercial. Pessoa Jurídica (1st.
Inland tariff, up to 20 gr. - Commercial letter).
- 2º
Porte Nacional - Nao Comercial. Pessoa física (2nd.
Inland tariff, up to 50 gr. - Non-commercial letter).
- 2º
Porte Nacional - Comercial. Pessoa Jurídica (2nd.
Inland tariff, up to 50 gr. - Commercial letter).
- Porte
Internacional (International
letter - Group 4).
The
ATMs are printed with the value selected by the user through the
machine keyboard. The machines only accept and return change in coins,
and do not issue a receipt.
The
Procomp vending machines had many problems with maintenance; the
machines broke down too easily and were often out of service. In 2003
only one machine continued in operation, and it is located in one
of the main Philatelic Agencies. However this machine is not open
to general public, and the ATMs can be obtained only upon request
to the Post Office employee.

The
first day of issue of the ATM was December
20, 1997.
The initial button set would deliver only the 5 programmed
values in the machines, corresponding to the 5 basic
values of franking:
R$
0,22 - 0,31 - 0,36 - 0,51 - 1,05.
There
exists ATMs of the different values with 3 (R$
0,22) and 4 digits (R$ 00,22), after the
different configurations of the ATM vending machines Procomp.

From May
21st to 30th, 2004 the 10th edition of BRAPEX
2004 - Brazil Philatelic Exhibition was celebrated in Sao Paulo,
commemorating the 450 Years of Sao Paulo.

Correios
surprised collectors with the re-issue of the ATM paper
"White Dove". The face value appears
in the upper left corner; all the Procomp vending machines
have this configuration after the issue of the Ararajuba
design in September 2000. |
The
ATMs with this new printing variety were available during
the Exhibition on the Correios stand, and were sold
in sets with the current 5 basic values of franking programmed
in the machine: R$ 0,50-0,74-0,75-0,95-1,85.
This is know as the "Brapex set".
The 2000 sets were sold out at the Exhibition, and due to
the high collector demand new ATM re-printings were done. Beginning
October 2004 the White Dove and Ararajuba models
were also printed with the new tariffs.

The
first day of issue of the new ATM was the September
25, 2000. ECT used a commemorative postmark.
The
ATM sizes 60 x 30 mm., 66 x 34 mm. with the basis paper. |
The
new adhesive paper include a security printing.
On the left we can see a circle and on the
centre the Correios logo, both printed with a special
ink only visible under UV light. |

On
the back, the silicone based paper shows a postal advert for SEDEX
- the express mail service of the Brazilian post, with the text
SEDEX, MANDOU CHEGOU (Sedex, you sent - it arrived). |

The
button sets are made up from 5 programmed values
of the Procomp machines during the years this model was
in use (see postal tariffs).
On the date
of issue the 5 values were: R$ 0,27-0,40-0,45-0,60-1,50.
Over
the next few years the vending machines had many problems
with maintenance, and were usually out of service.
From
the issue and until 2004, including changes in
postal tariffs it has only been possible to obtain ATMs
of this paper with 15 different values.

Of
extraordinary beauty, the Ararajuba (Guaruba guarouba)
is the national bird of Brazil, a live symbol that by its
colour reminds the country flag.
It lives only in the North
of Brazil, in the rainy tropical forests of the states
of Pará and Maranhão.
It measures about 34 cm. approximately. The body is golden yellow
colour, the extremities of the wings are of green colour and the
pink legs. It's similar to a parrot, but with a large tail and
of unequal pens, and the curved tip.
At the moment they figure in the list of the endangered species,
especially because of the reduction of palm trees and other vegetation,
where they find his food and refuge, but also for the illegal
commerce. |

When
in October 2004 the Philatelic Agency requested more coils
of labels of the White dove paper from the main warehouse of Correios
to print more ATMs, some coils appeared with a different
background: - dark blue dot printing instead of blue.
Some Brazilian collectors know this new paper as Pomba branca -
fundo cinza (White dove - Grey background), but the background
dots are dark blue colour, and not grey.

This is
NOT a new printing of this paper, because after the failure of Procomp
machines Correios is trying to sell all the remaining
labels still stocked at its warehouse. Probably it is a printing error
or some test coils, initially rejected and now reappearing because of
high collector demand.
As we can see in the next table, that despite this paper being used from
October 2004, the Philatelic Agency is also selling the 2003
values (!?!).
